Our Purpose and Organization
Canyon Highway District No. 4 (CHD4) is one of four Highway Districts in Canyon County. Canyon Highway District boundaries are found primarily in the Northeastern area of Canyon County, surrounding Caldwell. Canyon Highway District was formed in 1981 to maintain public rights-of-way, roads, and bridges in the highway system, within the District's boundaries, excluding state highways and cities.
The Highway District is a political subdivision of the State of Idaho and, according to state law, functions like a corporation. It is a special-purpose district and is not part of the state, city or county governments.

Winter Construction Advisory
Winter is fast approaching, with cooler and wetter than normal conditions forecast for the next several months. This will present the typical challenges for roadway construction and placement of asphalt pavements and concrete accessories. The letter below outlines the basic requirements for winter construction practices under our adopted standards, and includes requirements for additional documentation of weather conditions effective November 9th, 2022 until further notice. All work performed in sub-standard conditions is done at the sole risk of the contractor/developer.
Effective August 22, 2022
CHD4 will begin collecting development impact fees for the Mid-Star Service Area with all access permits issued for new residential, commercial, or industrial development. This includes the unincorporated areas around Middleton and Star lying north of the Boise River, and a small area north of Lincoln Road within one mile from Middleton Road.
See our Transportation Impact Fee webpage for more information.
