Pavement Rehabilitation Projects

Galloway Road

Old Highway 30 to Cemetery Road
Project: This project consists of road base improvement by pavement removal, excavation, and new gravel base or pulverizing the existing failing asphalt pavement and leaving it in place to provide additional gravel based depth.  A new asphalt plant mix pavement surface will be constructed on the entire 3.5 miles of roadway.  Minor changes to vertical curves, grades, and road width are anticipated to provide greater safety and consistency throughout this road segment.  Pipe replacements and extension, and ditch grading will occur to improve drainage.  This road will be closed to thru traffic during construction with a detour.  However, local traffic and services (mail, garbage, and emergency services) will be provided access.

River Road

Channel Road to Hwy 44
Project: This project will likely consist of pavement removal pulverization and additional gravel base to increase the pavement section, followed by construction of a new asphalt plant mix pavement surface on a little more than 0.4 miles of roadway.  Minor changes to vertical curves, grades, and road width are anticipated to provide greater safety and consistency throughout this road segment.  Pipe replacements and extension, and ditch grading will occur to improve drainage.  This road will be closed to thru traffic during construction with a detour.  However, local traffic and services (mail, garbage, and emergency services) will be provided access.

Lake Avenue

Karcher Road (Hwy 55) to Homedale Road
Project: This 1 mile long project consists of pavement removal, excavation, new gravel base, and a new asphalt plant mix pavement surface.  Pipe replacements and extension, and ditch grading will occur to improve drainage.  This road will be closed to thru traffic during construction with a detour.  However, local traffic and services (mail, garbage, and emergency services) will be provided access.

Franklin Road

Linden Road to Chinden Blvd. (US 20/26)
Project: Rehabilitation of the pavement in this 1.0 mile long project will likely be accomplished by pulverizing the existing failing asphalt pavement and leaving it in place to provide additional gravel based depth.  A portion may require excavation and placement of new gravel base.  After grading the pulverized asphalt with additional crushed gravel as needed and minor grading to improve the ride, a 4” thick asphalt plant mix pavement surface will be constructed.  This road will be closed to thru traffic during construction with a detour.  However, local traffic and services (mail, garbage, and emergency services) will be provided access.

Wagner Road

Simplot Blvd (Hwy 19) to North End
Project: Rehabilitation of this 0.4 miles of road will require removal of the existing pavement, excavation, and placement of new gravel based, followed by construction of a new asphalt plant mix pavement surface.  Minor changes to vertical curves, grades, and road width are anticipated to provide greater safety and consistency throughout this road segment.  This road will be closed during construction; however, local traffic and services (mail, garbage, and emergency services) will be provided access.

Plant Mix Overlay Projects

CanAda Road: Ustick Road to Chinden Blvd. (US 20/26) – 2 Miles

Florida Avenue: Karcher Road (Hwy 55) to Homdale Road – 1 Mile

Wagner Road: Boehner Road to Linden Road – 0.5 Miles

Project: These pavement overlay projects will consist of pavement repairs at specific locations, milling the existing asphalt surface to remove rutting and improve ride, and placement of a plant mix pavement overlay to extend the pavement section life.  This road will be closed to thru traffic during construction with a detour.  However, local traffic and services (mail, garbage, and emergency services) will be provided access.

Pipe Projects

El Camino Place & Meadow Creek Place

Project: This project involves replacement of a deteriorated 60” corrugated metal pipe under El Camino Place just north of Meadow Creek Place with 72” reinforced concrete pipe.  Additionally, a deteriorated 30” corrugated pipe on El Camino south of Meadow Creek will be replaced with a 36” concrete pipe and a concrete manhole installed on the west side to allow connection to an existing corrugated metal pipe to the west.  An existing 30” corrugated metal irrigation pipe under both El Camino Place and Meadow Creek Place will be sliplined with a plastic liner pipe.  This road will be limited to a single lane of local traffic at the pipe crossing locations during construction.  Local traffic and services (mail, garbage, and emergency services) will be coordinated with for access.

Buskirk Drive & Whisper Creek Drive

Project: This project involves replacement of deteriorated 80” corrugated metal pipes with polymer coated 71”x103” corrugated metal pipe arches on both of these roadways.  These pipes will be replaced one immediately following the other to allow traffic to be detoured during construction.  The roads will be closed to traffic at the pipe crossing location during construction.  Local traffic and services (mail, garbage, and emergency services) will be coordinated with for access.

Buskirk Drive & Whisper Creek Drive

Project: This project involves replacement of deteriorated 80” corrugated metal pipes with polymer coated 71”x103” corrugated metal pipe arches on both of these roadways.  These pipes will be replaced one immediately following the other to allow traffic to be detoured during construction.  The roads will be closed to traffic at the pipe crossing location during construction.  Local traffic and services (mail, garbage, and emergency services) will be coordinated with for access.

Dean Lane

Between Ustick Road and Elm Lane
Project: This project involves replacement of a deteriorated corrugated metal pipe arch carrying Nine Mile Creek under Dean Lane with a new polymer coated pipe arch.  This pipe will be extended to provide increased roadside clearance for safety reasons.  This road will be closed to traffic at the pipe crossing location during construction with a detour.  Local traffic and services (mail, garbage, and emergency services) will be coordinated with for access.

Lonkey Lane

Between Wagner Road and Farmway Road
Project: This project involves replacement of a failing corrugated metal pipe arch conveying the Deer Flat Caldwell Canal under Lonkey Lane.  The new pipe will be concrete.  This road will be closed to traffic at the pipe crossing location during construction with a detour.  Local traffic and services (mail, garbage, and emergency services) will be coordinated with for access.

El Paso Road

Between Sand Hollow Road and Hollow Road
Project: This project involves replacement of a failing corrugated metal pipe arch under El Paso Road on a canal crossing with a precast concrete box culvert.

Other Projects

Middleton Road & Linden Road

Intersection Improvements - Multi-Lane Roundabout

Project: CHD4 is planning improvements to the intersection of Middleton Road and Linden Road in Caldwell.  The intersection, currently all-way stop controlled, is experiencing significant congestion during peak hour traffic, and also has a substantial crash history.  Studies conducted in 2013 and 2016 compared alternatives for the intersection control, and determined that a multi-lane roundabout would provide the most efficient and safest solution at the intersection.  CHD4 has prepared several concept designs to examine the impacts of these intersection improvements to existing residential property, the Caldwell Highline canal, and surrounding farmland.  These concepts were presented to the public at an Open House May 9th, 2018 at Vision Charter School in Caldwell.  Links to the exhibits on the Middleton Rd corridor, the intersection comparisons, and project concepts are included below for your reference.       

Status: This project is currently in the concept design phase. Right-of-way acquisition is anticipated to begin in 2019, and construction is tentatively scheduled for 2021 depending on availability of funding. The project will be funded with local dollars.
