Pavement Rehabilitation Projects

All listed completion dates are tentative and subject to change

Willis Road

Old Highway 30 to Emmett Road
Project: This project consists of pavement removal, excavation, new gravel base, and a new asphalt mix pavement surface on a little more than 2 miles of roadway. Minor changes to vertical curves, grades, and road width are anticipated to provide greater safety and consistency throughout this road segment. Pipe replacements and extension, and ditch grading will occur to improve drainage. This road will be closed to thru traffic during construction with provided access. A large pipe at East Harley Gulch will be replaced ahead of the road construction and will require a road closure to all traffic as described under the Pipe Projects below.

Lake Avenue

Lake Lowell Ave to Karcher Road (Hwy 55)
Project: Rehabilitation of the pavement in this 2 mile long project will be accomplished by pulverizing the existing asphalt pavement and leaving it in place to provide additional gravel base depth. The pulverized asphalt supplemented with additional crushed gravel will then be graded to provide a uniform roadway and improve the ride. This will be followed by construction of a 4" thick asphalt plant mix pavement surface. This road will be closed to thru traffic during construction with a detour. However, local traffic and services (mail, garbage, and emergency services) will be provided access.

Status: Complete

 

Ustick Road

Beet Road to Weitz Road
Project: Rehabilitation of the pavement  in this 1.5 mile long project will be accomplished by pulverizing the existing failing asphalt pavement and leaving it in place to provide additional gravel base depth.  A 1/4-mile section will require excavation and new gravel base. After grading the pulverized asphalt with additional crushed gravel as needed and minor grading to improve the ride, a 4" thick asphalt plant mix pavement surface will be constructed. This road will be closed to thru traffic during construction with a detour. However, local traffic and services (mail, garbage, and emergency services) will be provided access.

Status: Complete

Lake Avenue

Karcher Road (Hwy 55) to Homedale Road
Project: This 1 mile long project consists of pavement removal, excavation, new gravel base, and a new asphalt plant mix pavement surface. Pipe replacements and extension, and ditch grading will occur to improve drainage. This road will be closed to thru traffic during construction with a detour. However, local traffic and services (mail, garbage, and emergency services) will be provided access.

Status: Construction postponed to 2019

 

Lake Lowell Avenue

Lake Avenue to Midway Road
Project: This slightly less than 1 mile long project consists of several components. The easterly 1/4-mile will involve pavement removal, excavation, new gravel base, and a new asphalt plant mix pavement surface. The remainder of the project will have a 2" asphalt overlay and includes the replacement of aging guardrail with new guardrail. Minor pipe replacements and extension, and ditch grading will occur to improve drainage. This road will be closed to thru traffic during construction with a detour. However, local traffic and services (mail, garbage, and emergency services) will be provided access.

Bridge Projects

Middleton Road

Bass Lane to Sawtooth Drive
Project: Middleton Road will be restricted to one lane of travel while an epoxy overlay is placed on the bridges over Boise River and Fifteen Mile Creek. The epoxy overlay will seal minor bridge deck cracking and provide a new wearing surface, extending the life of the structure and minimizing more extensive bridge deck repair work in the future. The one lane of traffic through the construction will be controlled with flaggers or temporary traffic signals. Motorists can expect traffic delays during the construction and are urged to use alternate routes.

Status: Complete

Pipe Projects

Stone Lane - West Hartley Gulch Drain

Between Hwy 44 and Willis Road
Project: This project involves replacement of a failing pipe with a 48" concrete pipe.

Pipe Condition: Critical

Status: In progress

 

Blessinger Road

Between Hwy 44 and Foothill Road
Project: This project involves replacement of a failing pipe arch with a 66" X 48" precast box culvert and wingwalls and installing a cast-in-place retaining wall at irrigation box.

Pipe Condition: Poor 

Status: Work scheduled for Winter 2018-2019

 

Sand Hollow Road - 9.2 Lateral Canal

Between Harvey Road and Emmett Road
Project: This project involves replacement of a failing pipe with a 30" plastic pipe and end structures.

Pipe Condition: Serious

Status: Work scheduled for Winter 2018-2019

 

Other Projects

Indiana Avenue & Homedale Road

Indiana & Homedale Roundabout
Project: This joint project between Canyon Highway District No. 4 and City of Caldwell consists of constructing a single lane roundabout at the intersection of Indiana Avenue and Homedale Road.   The roundabout will be similar in size to the one constructed one-mile north at Indiana Avenue and Ustick Road.  The project includes gravel base, asphalt paving, concrete work (curb, gutter, sidewalk, & truck apron), street lighting, storm drainage, irrigation relocation, signage and pavement markings, and other related work.

Completion Date: Construction is anticipated in summer 2019, depending on available funding. 

Middleton Road & Linden Road

Intersection Improvements - Multi-Lane Roundabout

Project: CHD4 is planning improvements to the intersection of Middleton Road and Linden Road in Caldwell.  The intersection, currently all-way stop controlled, is experiencing significant congestion during peak hour traffic, and also has a substantial crash history.  Studies conducted in 2013 and 2016 compared alternatives for the intersection control, and determined that a multi-lane roundabout would provide the most efficient and safest solution at the intersection.  CHD4 has prepared several concept designs to examine the impacts of these intersection improvements to existing residential property, the Caldwell Highline canal, and surrounding farmland.  These concepts were presented to the public at an Open House May 9th, 2018 at Vision Charter School in Caldwell.  Links to the exhibits on the Middleton Rd corridor, the intersection comparisons, and project concepts are included below for your reference.       

Status: This project is currently in the concept design phase. Right-of-way acquisition is anticipated to begin in 2019, and construction is tentatively scheduled for 2021 depending on availability of funding. The project will be funded with local dollars.
